This package is intended to Windows machines.
It provides a build of CLAPACK  3.1.1 under Microsft Visual Studio on Win32 and x64.
The pre-compiled libraries are available in the LIB directory. 
They come in 4 flavours:
	- release
	- debug
	- release without wrap
	- debug without wrap
